Progress Monitoring and Evaluation
- 01Curated, evidence-based literacy and biliteracy resources aligned to the CA Comprehensive State Literacy Plan. A dedicated PAL² content lead as the district’s primary point of contact. Technical assistance in creating, refining, and monitoring Local Literacy Plans. Access to professional learning materials and modules (structured literacy, biliteracy, screening, and interventions).
- 02Professional development on evidence-based literacy and biliteracy instruction, intensive interventions, and screening tools (including the Reading Difficulties Risk Screener). Coaching and modeling in classrooms, including observational feedback and co-teaching. Support to strengthen district and site implementation teams. Facilitation of capacity assessments, action planning, and cycles of improvement. Leadership development for administrators to sustain equitable literacy initiatives.
- 03Facilitation of networking opportunities across participating districts or counties. Reimbursement for substitutes or stipends for teacher participation beyond contract hours, when applicable. Tools and assistance for managing data on implementation, fidelity, and outcomes. Reference materials or classroom materials, as appropriate. Classroom and/or school library books aligned with literacy plan goals. Supports for holding Family and Community Partnership events around literacy.
- 04Implementation tools (team charters, communication protocols, data routines). Identification of barriers, assets, and resources to strengthen connections between classroom practice and policy, helping address systemic challenges. Support participation in state/regional communities of practice to share lessons learned.
